2.0
CONDITIONS OF ENTRY
2.1 Yacht racing can be dangerous. The
attention of owners, skippers and crew is drawn to RRS Fundamental Rule 4:
"A yacht is solely responsible for deciding whether or not to start or to
continue racing". The safety of a yacht and her crew is the sole and
inescapable responsibility of the owner or owner's representative who must do
their best to ensure that the yacht is fully found, thoroughly seaworthy and
manned by an experienced crew who are physically fit to face bad weather. They
must be satisfied as to the soundness of the hull, spars, rigging, sails and
all gear. They must ensure that the safety equipment is properly maintained and
stowed and that the crew know where it is kept and how it is to be used.
2.2 Cardiff Bay Yacht Club accept no
responsibility or liability for loss of life or injury to members or others, or
for the loss of, or damage to, any vessel or property. The organisers encompass
everyone helping to run the Regatta, including the organising authority,
the race committee, the race officer, patrol boats and beach masters. The provision of safety boats does not
relieve the boat of its responsibilities.
2.3 The owner and crew will be held jointly
responsible for the conduct of the yacht's crew before, during and after a
race. Misconduct may result in both owner and crew being excluded from future
races and render a yacht liable to disqualification.
2.4 Yachts must hold a valid and current boat insurance
which covers them for third party claims of up to £3,000,000 for the entire
period of the series.
2.5 Crew members' attention is drawn to RRS 1.2
life-saving equipment . . . "Each competitor is individually responsible
for wearing personal buoyancy adequate for the conditions."
2.6 No
yacht may carry an anchor that overhangs its bow
2.7 Transom
mounted outboard motors must be either stowed within the yacht or left in the
vertical position while racing
2.8 The ABP

2.10 Handicaps and Classes
IRC
entrants will be required to hold a current certificate. Sportsboat entrants
will be required to hold
a current Class Measurement Certificate. Entrants into the PY fleet will be
allocated handicaps from, in precedence, the RYA YR2 list, as found on
byronsoftware.co.uk or as determined by the race committee'.
2.11
Any yachts failing to comply with any of the above will be considered
not racing and no results will
be
given
2.12 Eligibility – open to all.
3.0 NOTICES
TO COMPETITORS
3.1
Notices
to all competitors will be posted on the Official Notice Board, which is
located at CBYC.
4.0
CHANGE OF SAILING INSTRUCTIONS
4.1
Any
changes in the sailing instructions (SI) will be posted 1hr before the
advertised starting times of the races concerned.
4.2
Changes
in the SI's will be indicated by displaying the IC Flag 'L' from the mast on
the Committee boat. When no further
changes have been made IC Flag 'L' will be lowered after the start of the race
5.0
SIGNALS MADE
5.1
Signals
made will be hoisted on the flagpole, the location of which is on the Committee
boat.
5.2
When
flag ‘AP’ is displayed, there will be 1 minute after lowering (one Sound
Signal) before the next warning signal.
5.3
When
flag ‘Y ‘is displayed Rule 40 applies at all times while afloat. This changes the Part 4 preamble
5.4 Communications
will boats on the water will also be via VHF Channel 37 (M) It is mandatory
that
each
boat shall carry a radio capable of two way communication on this channel
6.0
SCHEDULE OF RACES
6.1
The
schedule of races will be as per the
Notice of Race.
6.2
The
number of races to be sailed will be as per
the Notice of Race.
6.3
The
times of warning signals will be as per the Notice of Race.
7.0
CLASS SIGNALS
7.1
The
class flags will be

8.0 COURSE AREAS
8.1
The
Regatta will take place within Barry/Cardiff Roads and approaches and
the Cardiff Bay Enclosure.
8.2 The course areas, marks, rounding
order and number of laps will be announced over the V.H.F. Channel 37 (M)
9.0 MARKS
9.1 Course marks will be of the
inflatable type and/or navigational
buoys if found necessary.
10.0 THE
START
10.1 Races
will start as follows. this changes rule 26.1 and 30 (Appendix 'N' of the RRS).

10.2 The
Succeeding Fleets Warning signal will be
the Previous Fleets Start signal.
10.3 The starting line is defined as the
line between a mast displaying an Orange Flag on the Committee Boat and a mark
as announced over the radio OR in the
case of the PYC start line
a transit between the red triangle on the bridge deck and the flagstaff.
The outer distance mark is the orange buoy known as 'PYC ODM'.
10.4 All boats whose warning signal has not been made,
shall keep clear of the start area.
10.5 All
boats not starting within 15 minutes of their fleets will be scored as ‘DNS’.
11.0 POSTPONEMENT
11.1 Any
postponement will be broadcast on the VHF Channel 37 (M)
12.0 SHORTENED
COURSE
12.1 In the event of the course being
shortened a boat will display IC Flag ‘S’ and the nearby rounding mark will be
the finishing line, it may also be
notified by VHF Channel 37 (M)
13.0 RECALLS
13.1 If, at the starting signal, any part of
a yacht or her crew are on the course side of the starting line flag ‘X’ will be displayed and a
single sound signal shall be made.
Individual yachts starting prematurely may also be notified by VHF
Channel 37 (M)
14.0 GENERAL
RECALLS
14.1 If there are a number of unidentified
premature starters or an error in the starting procedure a general recall will
be made by displaying Flag ‘First
Substitute’ with a double sound signal.
The fleet may also be notified by VHF Channel 37 (M)
15.0. NEW
START AFTER GENERAL RECALL
15.1. The
starting sequence will recommence as soon as possible after the general recall
has been observed
16.0 FINISH
16.1 The finishing line will be between the
mast bearing the Orange Flag aboard the committee boat and the finishing mark The PYC finish line will normally be a line
between the red triangle and the ODM
17.0 TIME
LIMITS
17.1 There
will be a time limit of 4 hours for each race.
18.0 SCORING
18.1 The
Low Points scoring system will apply (RRS Appendix 'A' 4.1)
18.2 Each boat's series score will be the
total of her race scores, discarding her worst score if all 4 races are
completed, otherwise all races to count, except when prohibited in rule ‘A’
3.1. The lowest score wins.
18.3 Ties
will be decided by using RRS Appendix 'A' A8.
19.0 PROTESTS
19.1 Protests will be written on forms
available from the race office. Boats intending to protest must, if
practicable, inform the Race Officer at the earliest opportunity. The time
limit for protests will be 45 minutes after the time of the last boat coming ashore. Protest forms must be
delivered to the Race Office within this time and be accompanied with a fee of
£10.00. The protests will be heard at a convenient time after the time limit
for protests, but in any event before the presentation.
20.0 PENALTY
20.1 A
boat that may have broken a rule will take a 360° turn penalty , this amends
(Rules 44.1 and 44.2)
21.0 PRIZES
21.1 Prizes
will be awarded for first, second and
third places overall in each fleet for the weekend .
21.2 If
3 boats entered then only a first prize will be awarded.
21.3 If
4 boats entered then a second prize will also be awarded.
