NOTICE OF RACE

1

RULES

1.1

The Nexus Marine J/80 National Championships 2007 will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2005-2008.

1.2

The Equipment Rules of Sailing (ERS) will apply.

1.3

The current ISAF J/80 Class Rules will apply. The Championship is classified a "member" event.

1.4

The ABP Port of Cardiff Order and the Cardiff Harbour Authority Local Notices to Mariners will apply.

ADVERTISING

2.1

This will be a Category C event as determined by the ISAF Advertising Code Regulation 20 but as restricted by class rule C.7.1.

2.2

Boats shall/may be required to display bow numbers and advertising if required by the event organisers.

3

ELIGIBILITY AND ENTRY

3.1

The Championship is open to members of any J/80 National Class Association.

3.2

Final entry will only be confirmed when the following requirements have been completed and received by the Registration Team before or during the registration period:

3.2.1

A current class membership card for the helm.

3.2.2

Completed and signed CBYC entry form.

3.2.3

Payment including late entry fee if applicable.

3.2.4

A crew list with emergency contact details (complete at registration).

3.2.5

Crews under the age of 16 have supplied a declaration from both the skipper and Parent/Guardian for permission to sail - Forms are available from the CBYC.

3.2.6

J/80 Owner Regatta Declaration – class rule Part III H4.

3.2.7

J/80 Crew Weight Declaration – class rule Part III H5.

3.2.8

Crew substitution during the event may only be done with the agreement of the event organisers.

4

FEES

4.1

The entry fee is £150.

4.2

The entry fee, payable to the Cardiff Bay Yacht Club, may be paid by: - a cheque in GB pounds sterling drawn on a UK bank, - an international money order in GB pounds sterling, - credit card faxed to +44 (0)29 2066 6627. Please mark payment with "J/80 National Championships 2007", boat name and sail number.

4.3

The entry fee includes tickets for all crew members to all functions and also craning during the specified times and marina berthing provided by the organisers from 6th to 10th June inclusive. Launching, recovery and berthing outside of the scheduled times are the responsibility of competitors.

4.4

Entries, including the entry fee, shall be received prior to 25th May 2007.

4.5

Late entries may be accepted at the discretion of the Race Committee on payment of an additional late entry fee of £50.

5.2

Launching & Recovery.

5.2.1

Competitors will be able to choose their launch slot from the times available given to them on receipt of their entry. Early entrants will have the best choice and late entrants the least choice as the launch slots are taken up.

5.2.2

Craning - Cleaning hull pad marks. During launching boats will be permitted to hang for two minutes only to clean trailer pad marks off the hull.

5.2.3

Competitors shall supply their own tested centre point lift strop.

5.2.4

Recovery will commence by predetermined priority for those with furthest to travel.

6

MEASUREMENT

6.1

The final authority on all class rule issues will be the J/80 UK Class Association.

6.2

Fundamental Measurement - Sails. All sails shall be fundamentally measured as detailed in ERS and class rules PRIOR to the event. They shall be certified in accordance with class rule G.2.2. and carry royalty labels in accordance with class rule G.2.3.

6.3

Event Registration - Sails. All sails to be used during the event shall be presented during the registration period to the registration team for compliance with the Rules.

6.4

All boats may be inspected & weighed for compliance with the Rules in which case they shall be presented in a dry state.

6.5

Equipment Checks. Boats may be further inspected after launching at berth in CBYC Marina.

6.6

Measurement outside the Registration Period. The Organisers reserve the right to conduct measurement checks, afloat or ashore, before or after any race.

6.7

Substitution/addition of blocks, jammers, cleats etc. Boats will be inspected for compliance with class rules D4 & C.4.2.(b)(viii). Owners/helms in doubt should seek guidance from the J/80 UK Class Association prior to the event.

6.8

Registration and crew weighing will take place in the Quay Lounge Bar at CBYC.

SAILING INSTRUCTIONS

7.1

Sailing Instructions will be available at registration.

8

VENUE

8.1

Cardiff Bay, Cardiff - please see map in Appendix 1 for the location of Cardiff Bay Yacht Club.

8.2

Racing will take place in the Bristol Channel and the waterway impounded by the Cardiff Bay Barrage. Imray chart C59 "Bristol Channel" or Admiralty Chart 1182 covers the racing area and it is COMPULSORY that a boat carries at least one of these charts.

THE COURSE

9.1

The Sailing Instructions will detail the windward-leeward course configurations which may be used.

10

SCORING

10.1

Nine races are scheduled for the championship of which 5 are required to constitute a series.

10.2

When fewer than 6 races have been completed, a boat’s score will be the total of her race scores. When 6 or more races have been completed, a boat’s score will be the total of her race scores excluding her worst score.

SUPPORT BOATS

11.1

Support boats shall be registered with the event organisers prior to the start of the first race. They shall fly the flag supplied by and purchased from the event organisers.

BERTHING

12.1

Boats shall be kept in their assigned places in CBYC Marina during the event.

13

HAULOUT RESTRICTIONS

13.1

Competitors’ boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

14

DIVING EQUIPMENT AND PLASTIC POOLS

14.1

Underwater breathing apparatus and plastic pools or their equivalents shall not be used around competitors boats between the preparatory signal of the first race and the end of the regatta.

15

RADIO COMMUNICATION

15.1

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

16

PRIZES

16.1

Championship Series Prizes will be awarded to
     -  The three best placed boats.
     -    Daily prizes given at the discretion of CBYC.

17

DISCLAIMER OF LIABILITY

17.1

A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.

17.2

It is for a boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching, or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.

17.3

Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officer, patrol boats and beachmasters.

17.4

The provision of patrol boats does not relieve the boat of her responsibilities.

17.5

The boat is responsible to ensure that she is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it.

17.6

The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of the boat set out in this paragraph.

18

INSURANCE

18.1

Each participating boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2,000,000.
