DINGHY SAILING INSTRUCTIONS

  1. RULES
    1. Racing will take place under the current Racing Rules of Sailing (RRS) 2005-2008)
    2. The prescription of the R.Y.A.
    3. The Notice of Race
    4. These sailing instructions.

  2. CONDITIONS OF ENTRY

2.1 The safety of a dinghy and her entire management including the insurance shall be the owner / competitor (and parent / guardian if under sixteen years) racing the dinghy must ensure that the dinghy & crew are adequate to face conditions that may arise in the course of the race. Neither the establishment of these sailing instructions nor the inspection of the dinghy under these conditions any limits or reduces the absolute responsibility of the owner / competitor for the crew, dinghy and the management thereof. The Race Organisers shall not be responsible for any loss, damage, death or personal injury howsoever caused to the owner / competitor, skipper or crew, as a result of their taking part in the race or races. Moreover, every owner / competitor warrants the suitability of the dinghy for the race or races.

2.2. Each dinghy, or helmsman who sails her, shall be covered by third party insurance to a minimum value of £2,000,000.00.

2.3 Eligibility – open to all.

2.4 Juniors are 17 years or younger on the day.

3.0 NOTICES TO COMPETITORS

    1. Notices to all competitors will be posted on the Official Notice Board, which is located at CBYC.

    1. Personal buoyancy. Adequate personal buoyancy shall be worn by all competitors whilst afloat, neither wet suits or a dry suit constitutes adequate personal buoyancy. (Amends RRS 40).

3.3 Mast head buoyancy will be allowed (amends Class Rules)

    1. CHANGE OF SAILING INSTRUCTIONS
    2. Any changes in the sailing instructions (SI) will be posted 30 mins before the advertised starting times of the races concerned on the Official Notice Board.
    3. Changes in the SI's will be indicated by displaying the IC Flag 'L' from the mast on the Committee boat. When no further changes have been made IC Flag 'L' will be lowered after the start of the race.

    1. SIGNALS MADE
    2. Signals made will be hoisted on the flagpole, the location of which is on the Committee boat.
    3. When flag ‘AP’ is displayed, 1 minute is replaced by the time posted on the Official Notice Board
    4. When flag ‘Y ‘is displayed Rule 40 applies at all times while afloat. This changes the Part 4 preamble

    1. SCHEDULE OF RACES
    2. The schedule of races will be as per The Notice of Race.
    3. The number of races to be sailed will be as per The Notice of Race.
    4. The times of Warning signals will be as per The Notice of Race.
    5. 5 races to count out of 7 for the Regatta.

    2. The class flags will be Fleet One Optimists Optimist Class Flag

Fleet Two Toppers Topper Class Flag

Fleet Three Lasers Laser Class Flag

Fleet Four PY 1128 up Flag ‘J’ Slow PY

Fleet Five PY 1001-1127 Flag ‘F’ Fast PY

Fleet Six PY up to 1000 Flag ‘T’ Ultra Fast

  1. BRIEFING

8.1 The briefing will be at 1015 hours on Saturday in the downstairs bar.

    1. COURSE AREAS
    2. The Regatta will take place within the Cardiff Bay Enclosure
    3. The course to be sailed will be as per Appendix 'A'.

9.3 The course configuration, and the order of rounding the marks will be as per Appendix 'A' of these sailing instructions.

10.0 MARKS

10.1 Course marks will be of the dan buoy type.

11.0 THE START

11.1 Races will start as follows. this changes rule 26.1 and 30 (Appendix 'N' of the RRS).

-5 minutes Warning Class flag up 1 Sound Signal

-4 minutes Preparatory Flag 'P' up 1 Sound Signal

-1 minute Flag 'P' down 1 Sound Signal

0 minutes Start Class flag down 1 Sound Signal

    1. The Succeeding Fleets Warning signal will be the Previous Fleets Start signal.
    2. The starting line is defined as the line between a mast displaying an Orange Flag on the Committee Boat and a mark as shown on the course diagram.
    3. All boats whose warning signal has not been made, shall keep clear of the start area.
    4. All boats not starting within 5 minutes of their fleets will be scored as ‘DNS’.

    1. FINISH
    2. The finishing line will be between the mast bearing a Blue Flag aboard the committee boat and the finishing mark as indicted on the course diagram.
    3. In the event of the course being shortened a boat displaying IC Flag ‘S’ and the nearby rounding mark will be the finishing line, unless the course is shortened from Mark 3 where the finishing line will be as per 12.1 and Mark 4 is then not deemed as a mark of the course.

13.0 SHORTENED COURSE

13.1 In the event of the course being shortened a boat will display IC Flag ‘S’ and the nearby rounding mark will be the finishing line except when the course is shortened from Mark 3 where the finishing line will be as per 12.1 and Mark 4 is then not deemed as a mark of the course.

14.0 RECALLS

14.1 If, at the starting signal, any part of a dinghy or her crew are on the course side of the starting line a single sound signal shall be made.

15.0 GENERAL RECALLS

15.1 If there are a number of unidentified premature starters or an error in the starting

procedure a general recall will be made with a double sound signal.

16.0. NEW START AFTER GENERAL RECALL

16.1. The starting sequence will recommence as soon as possible after the general recall has been observed

17.0 TIME LIMITS

17.1 The time limit for each race will be 60 minutes. Boats failing to finish 20 minutes after the first boats finish, will be scored ‘DNF’. (This changes rule 35 and ‘A’ 4.1.)

18.0 SCORING

18.1 The Low Points scoring system will apply (RRS Appendix 'A' 4.1)

18.2 Each boat's series score will be the total of her race scores, discarding her two worst scores if 7 races are completed, her worst score if 6 through 4 races are completed and no discards if less than 4 races are completed, except when prohibited in rule ‘A’ 3.1. The lowest score wins.

18.3 Ties will be decided by using RRS Appendix 'A' A8.

19.0 PROTESTS

19.1 Protests will be written on forms available from the race office and be delivered there within 30 minutes after the time of the last boats finish. Boats intending to protest must, if practicable, inform the Race Officer at the earliest opportunity.

19.2 Races sailed back to back, protest will be lodged within 30 minutes of the finishing time of the last boat finishing in the last race of the day

20.0 PENALTY

20.1 The 720° turn penalty will apply. (Rules 44.2), apart for Multi-hulls where a 360° turn penalty will apply.

21.0 PRIZES

21.1 If more than 4 entered in a fleet , prizes will be awarded for first, second and third places overall.

    1. If only 3 boats entered in a fleet then only a first prize will be awarded.
    2. If 4 boats entered in a fleet then a second prize will also be awarded.
