SAILING
INSTRUCTIONS
Dinghy Racing Series
2009
1.0
RULES.
1.1 The series will be governed by the Racing
Rules of Sailing (RRS) 2009-2012, the prescription of the R.Y.A., the Notice of
Race and these sailing instructions.
1.2 Rule 44.1 will be changed as follows: A boat may take a One-Turn
Penalty when she may have broken a rule of Part 2 while racing and a One Turn
Penalty when she may have broken Rule 31.
1.3 Rule 40 will be changed as follows: Competitors shall wear personal flotation
devices at all times whilst afloat, except briefly while changing
or adjusting clothing or personal equipment.
1.4 Masthead buoyancy will be allowed for all
classes.
2.0 NOTICES TO COMPETITORS.
2.1 Notices to all
competitors will be posted on the Official Notice Board, the location of which
is on the Bridgedeck, on the top of the dinghy slipway.
3.0 CHANGES IN SAILING INSTRUCTIONS.
3.1 Changes to the
sailing instructions (SIs) will be posted 30mins before the advertised starting
time of the races concerned. Changes in
the SIs will be indicated by displaying IC Flag 'L' from the Committee Boat.
4.0 SCHEDULE OF RACES.
4.1 Will be published on the Cardiff Bay

6.3 The number of laps will be displayed on a
board on starboard side of the committee boat
7.0 MARKS
7.1 Marks of the
course will be large spherical buoys, either black or red
7.2 The
starting mark will be a small orange buoy which may also bear a flag
8.0 THE START
8.1 The starting line
will be between a staff bearing an orange flag on the committee boat, and the
starting mark.
8.2 Boats
whose warning signal has not been made shall avoid the starting area during the
starting sequence for other races
9.0 THE FINISH
9.1 The
finishing line will be between the anchor roller on the bow of the committee
boat and mark “3” as shown on the diagrams above.
10.0 SHORTENED COURSE.
10.1 If the Race
Officer decides to shorten course, he will display the “S” flag on the
committee boat and the course will be shortened at the finish line.
11.0 TIME LIMITS
11.1 If
no boat has passed mark “1” within 15 minutes of the start, the race will be
abandoned.
11.2 Boats
failing to finish within 20 minutes of the first boat may be given a finish at
their next rounding of mark “3” and a result based on their average lap times,
at the race committee’s discretion.
12.0 PROTESTS AND REQUESTS FOR REDRESS
12.1 Protest
forms are available from the Officer of the Day. Protests and Requests for Redress shall be
delivered to the Dinghy Chairman (Idris Dibble) within 30 minutes of the end of
the last race of the day.
13.0 SCORING
& DISCARDS
13.1 The Low Points
scoring system will apply (RRS Appendix "A" A4.1)
13.1 Appendix “A” A4.2
is amended as follows:
A boat that did
not finish shall be scored points for the finishing place one more than the
number of boats starting the race.
13.2 The number of
races sailed and “discards” allowed is given in the table below:

13.3 A boat’s series
score will be the total of her race scores excluding her worst scores up to the
number of discards allowed in 13.2 above
13.4 Ties will be decided by using RRS Appendix
"A" A8.
14.0 REPLACEMENT OF CREW OR HELM
14.1The entry form will state the names of nominated helm
and crew for the boat. If either of the
persons named on the entry form helms the boat, the race score will count
towards the boat’s series score.
14.2 If a person who is
not named on the entry form helms the boat, the race score will count as a
separate entry in the series.
