Minutes of the Extraordinary General Meeting of the Dinghy Section held at 8.00 pm on Wednesday, 20 February 2008 in the Quay Lounge, Cardiff Bay Yacht Club.

 

Present: Idris Dibble (Chair), Kevin Rolfe (Commodore), Steve Cooper (Sailing Secretary), John Gallacher (Treasurer), Mike Joynson (Secretary), Paul Simes (Rear Commodore) and 23 members of the Dinghy Section.

 

 

1          Selective Admissions Policy

 

NOTED

 

·          that the Dinghy Committee had for some time been looking at ways of increasing participation from the Dinghy Section in the racing programme and promoting competitive fleet racing in the longer term;

·          that any new arrangements would be without prejudice to the current general handicap racing provided, of course, there continued to be sufficient number of entrants;

·        that the Dinghy Section, at its AGM on 21 November 2007, had given initial consideration to the possible introduction of a selective policy to govern the admission of new members' boats and had agreed that comments be invited prior to convening an Extraordinary General Meeting of the Dinghy Section to formally discuss the proposal;

·        that the Dinghy Committee had subsequently proposed the adoption of the following selective admissions policy:

 

“1      New members admitted on or after the 1 April 2008 who wish to store or bring a boat to the Club are required to conform with one of the following prescribed classes:

 

Ø             Optimist;

Ø             Topper;

Ø             Laser 1 (standard and radial rig);

Ø             Laser 2000;

Ø             Flying Fifteen;

Ø             One high performance class (to be decided).

 

2        The classes of selected boats will be reviewed annually by the Dinghy Committee.”

 

After a full discussion, AGREED

 

·          that the current admission arrangements continue whereby no restriction is placed on the types of boats to be owned by new members joining the Dinghy Section but that the various categories of boats identified by the Dinghy Committee be accepted as the preferred classes;

·          that each year, a specified proportion of the vacant berths available to new members be reserved for those with boats in one of the preferred classes with the remainder being made available to new members owning other types of dinghy;

·          that new members who do not yet own a boat be strongly recommended to purchase a boat in one of the adopted classes;

·          that the Dinghy Committee be authorised to determine the type of high-performance dinghy to be promoted and also the proportion of vacant berths to be allocated each year to new members with boats in the preferred classes;

·          that the categories of preferred boats be reviewed annually by the Dinghy Committee on the understanding that this would be undertaken with the prime intention of ensuring that the choices continued to be fit for purpose rather than introducing regular changes in the classes of preferred boats.

 

 

 

Note

 

At its meeting on 3 March 2008, the Dinghy Committee subsequently agreed:

 

·          that the high-performance monohull dinghy class include any asymmetric boat in the PY range 880 to 952 e.g. the RS400, ISO, 29er, Laser 4000 and B14;

·           that every year, 75% of the vacant berths available to new members be reserved for the adopted classes.
